Umrah in Ramadan is described in hadith as equivalent in reward to Hajj, which is why prices double and hotels near the Haram sell out months ahead. Serious planning starts six to nine months out, not weeks. Life inverts to the night: Tawaf after Taraweeh is dense until Suhoor, and you will do less each day than outside Ramadan.
